1.项目名称：F10B线年产11万吨玻璃纤维智能制造冷修技改项目成套水处理设备改造升级采购（第二次）。

4.项目建设工期：总工期100日历天；合同签订后80日历天完成现场安装、调试及试运行，100日历天完成培训及验收。

1.竞选人应满足下列资格条件要求：
1）竞选人具备有效的营业执照，中国境内依法注册的独立法人并具有独立承担民事责任的能力。
2） 2020年1月1日起至比选截止日止（以合同签订时间为准）至少具备1个类似工艺的业绩（类似工艺：具有处理能力≥30m³/h反渗透）。
2.本次比选不接受联合体竞选。
1. 有意参与竞选的单位，请于2023 年 10 月 24 日至2023年 10 月 28 日止，9时00分至17时00分（北京时间）购买比选文件。竞选人按附件格式填写《比选文件获取登记表》加盖单位公章后与营业执照、法人授权委托书扫描件一并发至比选代理机构邮箱（1425490830@qq.com）或填写《比选文件获取登记表》加盖单位公章后与营业执照复印件、法人授权委托书至比选代理机构现场报名购买。
2. 比选文件每套售价为500元，售后不退。未购买比选文件的竞选人，比选人和比选代理机构将不予接收其竞选文件。
1. 质疑截止时间：竞选人在收到比选文件后，应仔细检查比选文件的所有内容，如有残缺或文字表述不清，图纸尺寸标注不明以及存在错、碰、漏、缺、概念模糊和有可能出现歧义或理解上的偏差的内容等应在2023年 10 月 28 日17：00时前（北京时间）以书面形式向比选人或比选代理机构提交质疑。
2. 比选人澄清截止时间：2023年 10 月 30 日18：00时前（北京时间）比选人集中对各竞选人的质疑以及比选文件的澄清进行回复。

2. Project Overview and Comparison Scope
2.1 Demolition location: No. 25 Yanjia Qixin Avenue, Changshou Economic and Technological Development Zone, Chongqing..
2.2 Demolition Scale: The demolition project of the F10B line's annual production of 110000 tons of glass fiber intelligent manufacturing cold repair technology renovation project. 2.3 Comparison scope: including but not limited to steel structure demolition engineering, building structure demolition engineering, building decoration demolition engineering, electrical demolition engineering, pipeline demolition engineering, HVAC demolition engineering, fire protection demolition engineering, equipment demolition engineering, etc. For specific details, please refer to the materials provided by the comparison person for the demolition content and requirements of this project, as well as the materials for the stacking area Clear requirements for stacking materials and on-site survey communication and response requirements.
2.4 Construction period: 80 calendar days; Key timeline requirements: ① Complete the demolition and cleaning of the steel structure and heat exchanger of the tank kiln in Zone A before October 5, 2023, and meet the conditions for delivery to the construction site of the construction project; ② Complete the demolition and cleaning of the steel structure and structural beams, slabs, and columns of Area A access road before October 20, 2023, and meet the construction site conditions for delivery of construction projects. ③ Complete all demolition and cleaning work before October 30, 2023, and fully meet the construction site conditions for delivery of construction projects.
3. Qualification requirements for candidates
3.1 This competition will be subject to post qualification review, and candidates should meet the following qualifications:
3.1.1 The candidate has a valid business license, is an independent legal person registered in accordance with the law within China, and has the ability to independently bear civil liability.
3.1.2 Candidates must have both a Level 3 or above qualification for professional contracting of building mechanical and electrical installation engineering issued by the construction administrative department and a Level 3 or above qualification for general contracting of building engineering construction;
3.1.3 The project manager must have been registered with the bidder's unit and hold a Level 2 or above Registered Constructor Qualification Certificate in Mechanical and Electrical Engineering or Construction Engineering. (The project manager should attach a practicing qualification certificate, and the bidding unit should provide a copy of the social security certificate paid from January 2023 to July 2023 and affix the applicant's official seal.)
